An additional two individuals have been arrested in connection with a theft at London's Heathrow Airport in which 21 people were injured by a substance believed to be pepper spray, according to police.

A man, 24, was taken into custody in Lambeth on suspicion of theft and assault and a woman, 23 was detained on suspicion of conspiracy to commit robbery. They both are still being held, authorities confirmed.

These detentions follow a probe into an assault at the multi-level parking garage at Heathrow's Terminal 3 this past Sunday. Prior to the incident, a pair of female travelers had stolen from them their suitcases upon exiting a parking garage elevator.

A toddler aged three was among the those hurt in the event. A total of five individuals were taken to the hospital for medical care and were later released.

Officers arrested a 31-year-old man for suspected theft and assault close to the location. He was subsequently released pending further inquiries while inquiries continue.

Police were alerted at about 8:10 in the morning GMT following reports of several individuals injured by a noxious substance believed to be pepper spray.

The attack - an event that authorities stated was isolated and not being treated as an act of terror - caused train delays and the partial closure of the Central Terminal Area tunnel and the Terminal 3 car park for a short time.
